South Gloucestershire planning policy consultations

South Gloucestershire Council is undertaking two public consultations on new draft planning documents between Friday 16 November 2012 and Friday 11 January 2013.  The two consultations are:

Community Infrastructure Levy

Preliminary Draft Charging Schedule public consultation in accordance with Regulation 15 of the Community Infrastructure Levy Regulations 2010,and initial consultation on a Preliminary Draft CIL Guide Supplementary Planning Document in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2012

Legislation was introduced in 2010 that allows local councils to set a Community Infrastructure Levy (CIL). A CIL allows councils to raise funds from developers carrying out building projects in their area, for spending on infrastructure such as new schools, open space or public transport.

The Council has published the following two documents for public consultation:

  • CIL Preliminary Draft Charging Schedule consultation document. 
  • CIL Guide Preliminary Draft Supplementary Planning Document (SPD).

Comments received will inform the production of the Draft Charging Schedule and Draft SPD which are anticipated to be published by the Council for further public consultation in spring 2013.

Parish and Town Councils should note that sections 114 and 115 of the Localism Act require local authorities to pass back a ‘meaningful proportion’ of the funds raised from the CIL to local communities for spending on infrastructure.  It is expected that the Government will provide guidance on the amount and mechanism for doing so early next year.


Residential Parking Standards Draft Supplementary Planning Document

Public consultation in accordance with Regulations 12 & 13 of the Town and Country Planning (Local Planning) (England) Regulations 2012

Over a number of years residents of new developments and established communities in South Gloucestershirehave been telling us that the number of parking spaces provided with new homes is not always adequate. A review has therefore been requested by South Gloucestershire Councillors who are concerned that our existing parking standards may not always provide for the right number of parking spaces with new residential developments.

The Council is therefore preparing a new Supplementary Planning Document (SPD) to supplement Policy CS8 of the emerging South Gloucestershire Core Strategy that will contain parking standards for new houses and flats.  The Draft SPD is now published for consultation.  Comments received will inform the final version of the SPD which is anticipated to be adopted by the Council in spring 2013.
